There are several free PHP content management scripts at
www.freshmeat.net (great site for scripts)

There is oscommerce (prevously known as The exchange Project),Typo3
(Portal),Nuke,Post Nuke.

Some of these may not meet your requirements but it would be worth
checking them out just the same.

I have not tried them out due to my present experience with PHP.
