I would think, that for speed and portablity, the IIS on each laptop, with security precautions, would be best.
This is just my opinion, of course.

I have web developers with laptops and docking stations at work and home. IIS is on every one.
At my previous employer, the web developers had their own subnet with about 5 or 6 different webservers.
What is the right way? Well, it depends.

The god given, correct way is to develop on the internal test box, test, then deploy to the production machine... you should have a test server with a similiar configuration as the production server... in my environment that means I have a linux box running apache/php/mysql which is visible from the internal network, but not to the outside world... that way I can test something from my desk, or have anyone else in the co look at a test page, and have it go through the approval process before it gets anywhere a server with a connection to the outside world.

Probably. You could also probably do it with Notepad. Heck, for that matter, forget IIS and go with Apache.
The point, as I see it, is that they're asking you to use an arguably inferior tool to do your job, while they're dropping the ball by not implementing a tech solution. Aren't they the IT department?
The security issue is indeed a serious concern. But other companies seem to be developing with DW without apparent problems. Are they going to setup a different web server for you to use? Are you to use the production environment?
