Why is it that specifying layer dimensions [ {width, height, top, left, right} ] in px would fail the WAI ? This doesn't affect the text (contents) itself, which is the main accessibility issue I think.
But you can work with layers (aka absolute positioned div's) whose dimensions are specified in relative units (ems seems to be the best option here). Pixel perfect (pun pun !) display across browsers might be a problem, of course. And tables are not needed to create a drop down menu. See if I can make a quick demo later today.
