Hi Everyone,
Thanks for all the responses, I appreciate it. It only took me 5 people in the local HST office to get an answer and it was the senior ruling advisor who told me this...basically no I don't have to charge HST (which is GST plus prov sales tax to the rest of Canada) to a non-resident for what I was providing-in this case. The world of internet and e-commerce is murky and they could rule the opposite too-depending on your situation. However, they told me that there is a new technical bulletin about tax and e-commerce on the customs web site-it sounds really detailed. I am on my way to download it :)
