Hi Diane. I'm not very knowledgable in the area of web safe color just yet.
But here are to excerpts from discussions on this list regarding color which you might like to look at.
"On Dave Raggett's introduction to style sheets: http://www.w3.org/MarkUp/Guide/Style There is a chart of 'web safe colors' - these are supposed to look the same to everyone (regardless of O/S, browser, settings etc...) He explains (better than I can) why these are 'safe' and also lists the 16 named colors defined in the HTML 3.2 and 4.01 specifications."
