Stephen,
In Fireworks, you create a circle with the circle drawing tool. Then, you type your text. Imported text won't work since that will become a bitmap.
With the circle and text typed out, select both of them and then choose the "fit to path" selection in your menu bars. I'm not sure under which heading it is since I don't have Fireworks open right now.
>From there, you'll have to do some experimenting in order to get JUST the right effect you are after though.
