Oh that happened to me with a similar thing, top nav and left nav. That IS maddening. I wish I had written it down, but I thought this was such a fluke it could never happen again. Makes me feel better :-) that it happened somewhere else!
I solved it by delving into the code deeper. I figured out, was my face red, that I had overlapped a couple of things, in this cases, parts of tables, and the library items were "entangled." Turns out it was all my fault. Dreamweaver was doing exactly what it thought I wanted it to do.
It was about that time that I started validating pages. Helps to keep me out of trouble.
