Hotlinking was not the problem here - they copied my photos and then resized them (out of proportion) in the html. When I give permission to someone to use one of my photos I like to give them a copy that has been specifically sized and formatted to their need - and has a copyright notice on it.

That's just it - I hope it will generate good will, because I think it would benefit us equally to have a cooperative, community atmosphere. (It is a local community site, dealing with a nature sanctuary we both have an interest in.) But I wanted to get some ideas from others and give myself the weekend to think how best to approach it. I do have a tendency to get sarcastic, and that is not at all what I want to do in this case.

Absolutely. Even though I am the one who was wronged, I feel like I'm trying to mend bridges here, and if I'm going to complain about someone else's courtesy and professionalism I should at least try to live up to my own standards!
