I think that Macromedia Contribute 3 was just announced this week... should be released later this summer.

If this is "Can people on Macs and people on PCs both edit sites with Contribute and/or Dreamweaver?" then yes, there's not much that's platform-specific about web pages.
If this is "Can some people in my workgroup use Contribute 2 and some use Contribute 3?" then yes, although people using the older software won't automagically be able to do new things like use the Web Publishing System or use new FlashPaper features and so on. The HTML files themselves are a constant, even though the capabilities of the authoring tools around them may change.
