It's a common practice, and recommended in the netiquette guides. Here's why:
Consider that most mailing lists only accept mail from members. (Spammers took advantage of the social contract, remember.) When a single message is posted to multiple lists, a respondent who does not check headers risks trying to post to lists to which they're not subscribed. The costs then become:
a) People in the list to which the respondent was not subscribed will not see that message, and risk wasting their time answering the same query again;
b) The respondent goes "huh?", and the less-savvy respondent then sends a message back to everyone asking what happened.... ;-)
c) The list mom has to deal with a bounce, and believe me, you don't want to add to any listmom's workload.
d) People like me type replies like this.... ;-)
For these reasons, some lists automatically remove people who include more than one mailing list in their header.
